Training cum demonstration prog under NFSM

ROING, Mar 03: The Agriculture Department, Lower Dibang Valley district conducted a 2 days Training cum Demonstration programme at Dambuk and Paglam areas under National Food Security Mission-Rice(NFSM) on March 1  to 2. The main objectives of the programme was to focus on production and productivity of rice through modern scientific technology and  emphasized farmers on Integrated Pest management (IPM), Integrated Nutrient Management (INM), line sowing method of paddy, System of Rice Intensification (SRI) Techniques and Integrated Disease management through power point presentation.

Apart from NFSM-RICE activities, the participants were also briefed and highlighted the prospects of OIL-PALM cultivation in the district.

At Dambuk, Anchal Chairperson Tokbom Saring speaking on the occasion has appreciated the efforts initiated by the District Agriculture Officer, Roing.

The training programme was initiated and coordinated by Y.Kamdak, ADO, P K Dey, AFA(sr) and ATMA functionaries. More than 150 farmers participated in the training programme.  Roing

 

Drive against opium cultivation

KHIMIYANG, Mar 03: With the objective of achieving zero per cent cultivation of Opium Changlang Deputy Commissioner Chanchal Yadav and SP Vijay Kumar have initiated for destruction of illicit opium cultivation in the district.

Around 26 acre of standing illicit opium was destroyed in Yanman and Khimiyang village of Khimiyang circle in the two days operation on March 1 and 2 conducted by the District Administration, Narcotics Control Board, Gauhati, civil Police, IRBN and CRPF.

The villagers themselves were supportive of the destruction work as resolution has already been passed by them to stop opium cultivation in their respective villages. Later interacting with the villagers the team also generated awareness involving the GB and villagers to stay away from opium cultivation in future. The operation was led by Bamin Tarang CO with support from Sanjay Singh NCB Insp N Ete, Panka and Asst Comdt Lakhwinder Singh.  DIPRO

 

AR provides water storage tanks to villagers

ITANAGAR, Mar 03: Assam Rifles (AR) battalion located at Khonsa provided water storage tanks to Kunsa village under Longding district under military civic action programme “Operation Samaritan” on March one.

The tanks were handed over to the village in presence of a gathering of 75 - 100 people of the village including the ASM, GB, ESM, according to an Army release.

Storage of water is one of the major problems of the village as the natural water sources become dry during the months of February and March and the region faces acute scarcity of water.

The villagers were urged to make full use of the water tanks provided to them and maintain it properly.

“Such Military Civic Action programmes will strengthen the bonding between the youth and security forces and bring the ‘Friends of the Hill People’ closer to the local populace,” the release said.

 

10th ICYF-2014 ends with a spirit of harmony  and brotherhood

ITANAGAR, Mar 03: Rajiv Gandhi University (RGU) team won the Champion’s award in the tenth Inter College Youth Festival-2014 which concluded at RGU, Rono Hills, Doimukh yesterday. Dera Natung Govt. College (DNGC) finished runner-up.

The trophies for the best literary and cultural team were won by RGU while DNGC won the best sports and athletic team awards. St. Claret College, Ziro was chosen as the ‘best disciplined’ team.

Laseng Singpho of RGU and Nangbia Penu of DNGC were adjudged as the best man and woman athletes respectively.

The ‘University Blue’ title was awarded to Takio Agung of DNGC.

The three days festival witnessed the spirit of discipline, harmony and brotherhood among the students and it also provided the young participants from various parts of the state a good platform to expose their hidden talents in the various fields.

Though the festival focused more on literary, sports and arts the cultural programmes held every night during the festival, turned out to be fantabulous event. The performance by St. Claret College, Ziro highlighting the importance of conserving the environment was praiseworthy.

 

Free coaching for civil service aspirants ends

ITANAGAR, Mar 03: The Centre for Coaching for Entry to Services for ST/SC, OBC and Minorities, Rajiv Gandhi University in collaboration with Seva Bharati and Jnana Prabodhini, Pune conducted a week-long free coaching classes for the civil services aspirants of Arunachal Pradesh from February 18.

Many candidates who have qualified for Arunachal Pradesh Public Service Commission (APPSC) main examinations attended the coaching classes.

 

Ramakrishna’s birthday celebrated

ITANAGAR, Mar 03: The 179th birthday of Sri Ramakrishna was celebrated in Ramakrishna Mission, Aalo by organizing various programmes in the Main Prayer Hall.

The main highlights of the programme were Puja and Homa performed by the Sadhus and Brahmacharins of the Mission. There were devotional singing by monks, staff and students.

It is worth mentioning that the students from various non-formal schools hailing from different remote villages attended the programme and sang melodious devotional songs in Adi language befitting the occasion.

Earlier, the programme started with Vedic chanting and Stotras by monks followed by reading of life and teachings of Ramakrishna in Hindi.

Photo exhibitions on life and teachings of Ramakrishna were also arranged for the visitors.

In the evening, special ‘arati’ was performed along with Sankirtan and bhajans.

About 500 well-wishers and admirers of the Mission attended the programme, informed Srimat Swami Purnajnanananda, the Secretary.

 

Fire guts 3 dwelling houses

ITANAGAR, Mar 03: Three dwelling houses were reduced to ashes in a fire accident that broke out at Injan village under Kharsang circle of Changlang district yesterday at around 2.30 pm.

The victims lost all of their belongings, including livestock in the fire. Electrical short circuit is suspected to be the reason for the fire, informed Kharsang Circle Unemployed Youth Association (KCUYA), who met the victims and distributed them relief materials.

 

KVK training

ITANAGAR, Mar 03: One day training cum demonstration programme was conducted by Krishi Vigyan Kendra (KVK), Yachuli at Joram today.

Subject matter specialists from the KVK delivered lectures on different relevant topics and demonstration on vermicomposting.  Altogether, 74 farmers attended the training.

IP Tiwari, District Training Officer (FTC), Ziro and Dr. AN Tripathi, Programme Coordinator, KVK, Yachuli along with Joram Yania, ZPM, Yachuli also participated the training programme.

 

SUR rescues deer cub

ITANAGAR, Mar 03: An endangered fallow deer was rescued by the team of Society for uplift of Roing (SUR) from roadside near Chipu River.

The motherless doe was rescued when the team led by Anoko Mega, a diehard wildlife conservationist, was returning back home from a door-to-door wild life conservation campaign at Bhismaknagar village area. The doe was later identified as baby hog deer. Mega decided to hand it over to the Wild life Trust of India (WTI) authority.

Hog Deer (Axis porcinus annamiticus) is on the verge of extinct in this region due to increased poaching.

 

National Awards for three Anganwadi workers

ITANAGAR, Mar 03: Three Anganwadi Workers from Arunachal Pradesh have been honoured with National Awards in recognition of their meritorious service in implementing the Integrated Child Development Services (ICDS) scheme in their respective areas.

The Awardees namely Yapi Payang of Reying Anganwadi centre of West Siang district, (for the year 2006-07), Nang Hewali Tungkhang of Nongtao Shyam Anganwadi centre, Lohit  (2007-08)  and Techi Agri of Mani Anganwadi Centre of Papum Pare district (2009-10) had received  the  National Awards in a glittering award giving ceremony held at  Rajiv Gandhi Sports Stadium, Bawana, New Delhi on  February 27. The awardees were guided by Nyapi Ringu, Deputy Director (ICDS) during their trip  to New Delhi.

 

AKDA conducts self-defense training for Indian Army

ITANAGAR, Mar 03: The month-long self defense and unarmed combat training conducted by Anjaw Karate-Do Association (AKDA) for the personnel of Indian Army concluded at Hayuliang Millitary Garrisson on February 26 last.

A total of 70 Indian armies from 15 units viz. 9 JAK, 12 Assam, 2/8 GR, 9 Assam, 4 Rajput, 26 Madras, 8 Bihar, 2 Assam, 5 JAK LI, 67 FD Regt. 299 FD Regt, 631 Sata Bty, 1822 Lt. Regt, 305 FS Regt and 283 FD Regt attended the training.

The training will be immense helpful for those jawans in the battlefield when they run out of ammunitions and have to rely on unarmed combat for survival.

On the closing day speech, Commandant of Hayuliang Millitary Garrison expressed satisfaction with the practical training and thanked the members of the association for the goodwill and noble gesture.

 

Arunachal to market state’s tourism potential at ITB

ITANAGAR, Mar 03: Arunachal Pradesh will market state’s rich tourism potential in the International Tourism Bourse (ITB) beginning at Berlin from March 5-9 of March.

Parliamentary Secretary (Tourism) Pasang Dorjee Sona, who is leading a delegation in the ITB, said focus will be given to showcase the state’s rich potential in adventure and cultural tourism in the ITB where a projected attendance of over 170,000 visitors are expected.

With the participation of all levels of the value added chain present; from tour operators, booking engines, destinations, airlines, and hotels right through to car rental companies, the event will be a critical window in facilitating easier access to Arunachal, Sona added.

“In addition to this, our participation in the ITB, the world’s largest tourism convention, will provide the team unique opportunities to benefit and bring back learnings from the leading think tanks of the global tourism industry”, he said.

144 CrPc imposed

ITANAGAR, March 03: The Capital Complex district magistrate under Section 144 Cr PC has prohibited  dharna/rally within the one KM radius of the Legislative Assembly, Naharlagun in order to maintain law and order during Assembly session.

The district magistrate said the prohibitory order has been issued in view of the proposed dharna by various political parties in front of Legislative Assembly during the Assembly session beginning from March 4. The Capital Complex SP has been directed to ensure that no unauthorized person is allowed to enter the within a 100 mtr radius of the assembly. Meanwhile, the Tennis Court, near D-sector Gate, I G Park Itanagar has been declared as temporary jail.

 

‘PFC agrees to finance power sub-station’

ITANAGAR, Mar 03:  The Union Minister of State for Power Jyotiraditya M Scindia, in a letter to Member of Parliament Takam Sanjoy, informed that the Power Finance Corporation (PFC) has agreed to sanction financial assistance up to 90 per cent of the project cost of the proposed 33/11KV, 2X1 MVA sub-station at Parsi Parlo including 33 KV line from Koloriang to Parsi Parlo subject to detailed appraisal and sanction terms and conditions.

It has also been informed that the appraisal process has been taken up by them on priority basis, the minister informed.

According the union minister, Sanjoy had proposed for approval and sanction of the project at an estimated cost of Rs. 1237.72 lakh in January this year.

ACS demands discussion of boundary issue in Assembly

ITANAGAR, Mar 03: Arunachal Civil Society (ACS) has demanded Arunachal Pradesh Chief Minister to table the issue of Tarraso incident for discussion during the first day of the state legislative assembly beginning tomorrow.

The entire boundary issue, including the Tarraso incident must be tabled on the floor of the House for discussion in the larger interest of the people and work out an effective mechanism to ensure safety and security of life and property of people living in Assam-Arunachal boundary, ACS in a release said.

The CM must resign on moral ground if he does not wish to work for the welfare of indigenous people of the state, the release said and threatened to launch democratic movement in form dharna near Takar Complex, Naharlagun on March 5 if the demand was not fulfilled.

 

Parties to stage dharna

ITANAGAR, Mar 03: The Bharatiya Janata Party and People’s Party of Arunachal in a joint meeting held at Naharlagun recently decided to stage joint dharna outside the Assembly premises on March 4 in support of their demand for immediate disqualification of defected MLA’s by the Speaker, Arunachal Pradesh Legislative Assembly. The joint meeting attended among others by state BJP president Tai Tagak and PPA president Nikh Kamin seriously viewed over the lackluster attitudes towards the disqualification of the defected MLA’s “despite of serious legal provisions for disqualification of the defected MLA’s under the Anti defection Act.”

Meanwhile, Nyato Rigya, former State cabinet minister along with his supporters joined the Bharatiya Janata Party in presence of Tapir Gao, BJP National General Secretary, Tapen Sigia, Deputy Leader BJP legislature party at party head office here today in a glittering function, informed Techi Necha, party spokesperson in a release.

 

Two arrested

ITANAGAR, Mar 03: City police has arrested two persons in connection with Naharlagun police station case no. 35/14 registered under section 448/452/427/34 IPC R/W Section 27 Arms Act.

The case was registered by police after a written complaint was received from Muk Pertin, Advocate, Gauhati High Court, Itanagar Permanent Bench, Naharlagun for threatening him and intruding his house allegedly by a group of 10 to 15 persons equipped with arms and other lethal weapons.           

“The two alleged accused have been arrested by observing all legal formalities and they were sent to Chief Judicial Magistrate,” city SP Seju P. Kuruvilla informed in a release.

Efforts are being made to arrest the other accused, the SP added.

 

Oldest person of Parang village passes away

ITANAGAR, Mar 03: One of the oldest person of the area, Gollo Karu (aged 115+) passed away yesterday at Parang village under Sagalee Sub-Division of Papum Pare district due to old age related ailment. He is survived by three wives, eight sons, numbers of daughters and many grand children.

Late Gollo had a respectable status in the society.

The All Circle Youth Association condoling the demise of Gollo in a release said, his loss has created vacuum not only in Parang area but the society as a whole has lost an experienced and an active social worker.

It further offered condolences to the bereaved family members and prayed for the eternal peace of the departed soul.

 

Press bodies lift restriction, set conditions

ITANAGAR, Mar 03: After almost a month since the restriction of news related to Students Union Movement of Arunachal Pradesh was imposed, the Arunachal Press Club and Arunachal Pradesh Union of Working Journalists in a joint meeting today decided to lift the said restriction on certain terms and conditions.

After a threadbare meeting convened at the APC office earlier today, members of the two press bodies wrote to SUMA in response to their repeated pleas to lift the restriction.

In their letter, it was categorically mentioned that the imposed restriction is being lifted only on conditions that neither SUMA nor any of its members can “question the prerogative of the Editor so far as news coverage is concerned”; that the media fraternity also does not appreciate any verbal and/or physical intimidation at any juncture and situation with any individual, group and members of civil society organisations and; that any and all kinds of confrontation/intimidation of media persons and/or organisations by SUMA members will force the media fraternity of the state to take necessary course of action.”

Earlier, a restriction on the union’s news items was imposed after they failed to respond to a show-cause notice issued jointly by the APC and APUWJ.

ITANAGAR, Mar 03: The Arunachal Pradesh Panchayati Raj Contractual Employees Association has urged for timely release of the monthly honorarium of all the computer assistants, peons and drivers of all district Zilla Parishad Chairperson office, DPDO and IMPRCs.

In its memorandum submitted to the Panchayati Raj Minister, while making known of the various hardships faced by them, further requested for timely release and hike of their monthly honorarium and that no Panchayat employees be terminated without proper show cause notice.

ITANAGAR, Mar 03: More than 3000 people participated in the joint Nyokum festival celebration of Gangte & Tarak Lengdi circle at Gangte in Kurung Kumey district from February 23 to 26 last with traditional fervor and gaiety.

Palin MLA Takam Pario and ZPM Gangte Tarak Lengdi attended as chief guest and guest of honour.

Apart from cultural activities, games and sports events were also conducted such as football and volleyball for men and women. Bindo Malin Anchal Segment lifted the Football tournament trophy while the trophy for Volley Ball tournament went to Kembang Anchal Segment under Tarak Lengdi circle. Centre approves de-reservation of Deopani RF

ITANAGAR, Mar 03: The Ministry of Environment and Forests, Government of India today granted approval for the de-reservation of 134.20 square kilometers (13419.29 hectares) area of Deopani Reserve Forest for regularization of pre-1980 encroachment in Lower Dibang valley district of Arunachal Pradesh vide its order no.F.No.8-196/1991-FC (Pt) dated 3rd March, with a condition that the state government will ensure protection of Senzen Reserve Forest from encroachment by way of preparing and implementing comprehensive Forest Protection Plan for the Reserve Forest.

Ninong Ering, Minister of State for Minority Affairs, Government of India had been constantly pursuing the matter in public interest with the Ministry of Environment and Forests as the matter was pending for approval since 1991. The approval will finally allow the State Government to regularize the settlements of the people who had to settle in the area due to the devastating earthquake of 1950.

Speaking on the matter, Ering pledged to continue pursuing similar matters in future that have a bearing on the welfare of the local people of Arunachal Pradesh.

The state government vide letter (no. For.351/Cons/89/261-64 dated 24th August, 1991) had submitted a proposal seeking prior approval of the Central Government for de-reservation of 13,419.29 ha (134.19sq km) of forest land for regularization of settlement of the area by the local people, which had taken place after the devastating earth quake of 1950.

 

 

GPM charred to death

ITANAGAR, Mar 03:  A Gram Panchayat Member identified as Gyati Sira was charred to death in a tragic fire accident that broke out this morning at SSB Gate between Hapoli and old Ziro at Ziro, informed police. The ravaging fire completely damaged the two unit of Type-II quarters and no belonging could be retrieved, police added.  Late Sira was a gram panchayat member of Gyati clan of Hari village under Ziro circle in Lower Subansiri district.

According to the police fire broke out around 6.00 am in the morning and the source of fire accident is yet to be ascertained,  however it is believed that local made heater (bukaari) could be the reason of mishap.  The fire was doused by fire brigade and police personnel and saved LRSO and UD deputy director’s quarters.

 

 

Decks cleared for creation of four new districts in state

ITANAGAR, Mar 03: With the assent accorded by Governor Lt Gen (Rtd) Nirbhay Sharma all decks have been cleared for formation of four new districts in Arunachal Pradesh. The frontier state, presently with 17 districts, will have 21 districts now.

The State Legislative Assembly, in its session in March last year, had passed the Arunachal Pradesh (Re-Organization of Districts) (Amendment) Bill, 2013, paving way for creation of the four new districts viz., Kra Daadi, Namsai, Siang and Lower Siang districts. With the Governor’s assent, a notification in this regard would be issued soon.

A satisfied Chief Minister Nabam Tuki this evening in a statement said that people’s aspirations have been at last fulfilled.

“Ours is a pro-people government. Therefore all decisions are taken after taking into account the genuineness,  necessity and popular demand of the people. Our decisions are not ours but are of the people,” he said.

Longding, the 17th district of the state, was created last year following popular demand of the people of the area for want of accelerated development and basic amenities. The district today is fast developing with better infrastructure and services in all fields.

The Chief Minister appealed the people to cooperate with the government in its endeavours and reiterated that the Government is committed to take all communities, regions and districts together on the path of peace and progress.

 

 

Lawyers stage protest rally, demand adequate security

ITANAGAR, Mar 03: Clad with the professional attire hundreds of practicing lawyers of the state today hit the streets here  protesting against repeated attacks on lawyers and professionals in the state  particularly the recent attack on senior Advocate Muk Pertin by some miscreants.

The protest rally organized under the banner of Gauhati High Court Itanagar Permanent Bench Bar Association (GHCIPBBA), started marching from Akashdeep and culminated at Chief Minister Bungalow Niti Vihar.

Many were holding placards which read - “Stop attack on professionals” and silently marched. However their silent was enough to convey their anger over the repeated intimidation, physical assault, abusive and constant life threat they have been receiving while discharging their professional duties.

 “Attack on advocate is a hindrance to the complete and independent judiciary” said anguish advocate Tony Pertin.  He also appealed to the people to cooperate with judicial system as lawyers are performing their professional duty and nothing personal.

“Every person is entitled to legal representation before a court of law. However, there is a section of people who want that the other party should not be represented by any person” rued Duge Soki a young advocate.

GHCIPBBA in its memorandum submitted to the Chief Minister highlighted their day today situation working under hostile condition. The bar association also claimed that whenever incident happened with lawyers involving influential persons, police are reluctant to act effectively. It requested the police authority to deal with iron hand with any criminals so that the independent judiciary system could be upheld.

In its demands to the authority, the association further sought for deployment of adequate paramilitary force outside the high court premises and at the residence of presiding officers so that legal professionals could discharge their duties without any apprehension.

 

 

PPA urges Assam RTI activist Akhil Gogoi  to soften its stand on hydro project

ITANAGAR, Mar 03: Claiming that most of the concerns expressed by Krishak Mukti Sangram Samiti (KMSS) President and RTI activist of Assam Akhil Gogoi on behalf of downstream population of Assam have been addressed, the PPA president Nikh Kamin urged Gogoi and his organization to allow completion and commissioning of the 2000 MW Lower Subansiri Hydro Electric project by NHPC.

The concerns of Gogoi including comprehensive safety package and thorough Dam break analysis with up to date seismic proof engineering designs have been addressed, Kamin said adding, therefore, in the interest of people of both the states, the RTI activist Gogoi should withdraw the anti-dam agitation.

“Because of the continuous agitation by Gogoi, backed by a section of powerful Congress leaders within Assam Legislative Assembly, Assam too succeeded in increasing their free power share as well as marketable power share from the NHPC. Now that only 20 per cent of the works are left and the costly machineries are getting rusted along with untold sufferings of thousands of households connected directly or indirectly with the mega project,” Kamin said  and urged Gogoi to soften his stand.

 The PPA further said non completion or further delay in commissioning of the important project is simply pushing every Arunachalee to bear the burden of debt trap. “Since the State Govt has already taken in advance its free power share of 12 % to revive its sick State Apex bank, every day and every hour is important for Arunachalees as the compound interest burden at the rate of 9 per cent over Rs 225 Crores payable to NHPC is too horrifying, and if the projects gets delayed by another 5 to 10 years, then the entire public of Arunachal would be under the complete bondage and command of the NHPC and the New Delhi based parties like BJP and the Congress,” Kamin resented.

 

 

I’m a loyal Congress soldier: Mein

ITANAGAR, Mar 03: “I am a loyal Congress soldier,” senior Congress leader Chowna Mein, who was dropped from the 27-month-old NabamTuki ministry on February 28 last, categorically told when asked by print media today.

“I’m not disappointed but deeply shocked on being dropped from the Council of Ministers. In every political set up there is inner party democracy and everyone has the right to express his/her grievances in the party forum. What is wrong in it? I should have been given a chance to explain in the right forum. But the action was shocking,” he said.

Asked about his performance, as claimed by the CM that reshuffling was a routine one on the basis of performance and popular demand, Mein said that during his tenure he had saved the state from going into over draft despite acute financial crunch. The revenue generation was also doubled during these years not by imposing additional taxes or burden on the people but by merely plugging the leakages in the system. Moreover, Arunachal was also adjudged best financially managed state because of ‘my prudent fiscal management as team work’, he clarified.

“I’m not against the party or its policies. When most of the Congress legislators deserted the party in 2004, I was among the loyal ones to be christened ‘The Super 16’ and remained in the opposition bench. Is this how a loyal Congress man is rewarded, he questioned?”

“However, I shall continue to work to strengthen the party and discharge any responsibility assigned to me. My all-out efforts would be to ensure better performance of the Congress during the ensuing elections,” he added.

 

 

Reported payment of fake LTS bill: AAPSU demands inquiry

ITANAGAR, Mar 03: In the wake of stalemate prevailing in the Directorate of Food and Civil Supplies at Papu Nallah, Naharlagun, an AAPSU team headed by president Kamta Lapung today visited the Directorate office to study the ground reality.

The office of Director, Food & Civil Supply has not been functioning properly since Janaury 25 after reported payment of fake LTS (land transport subsidy) bill amounting to Rs 24.51 crore against M/s DD Salt, M/s CCN Traders, M/s MP Enterprise and M/s Mamang Borang.

The payment was allegedly made to one Bola Pradhan, who allegedly holds the power of attorney of the aforesaid firms, without the knowledge of minister concerned as well as the state government of Arunachal Pradesh, AAPSU said.

AAPSU demanded institution of an inquiry to unearth the entire episode and fix the responsibility on the officers concerned.

AAPSU further demanded the authority concerned to immediately recover the public money from the person concerned and erring officials should be punished.

The apex student organization also demanded the authority to immediately replace the incumbent director because decisions on all important matters keep on pending under his stewardship.

Moreover, the government has failed to run properly the government department/ machinery. Food & Civil Supply, being one of the important departments, the government should initiate immediate measures for smooth functioning of the department, it added.

AAPSU also appealed to all the individuals to cooperate with government authority for smooth run of the department.

 

 

Election preparedness in state reviewed

ITANAGAR, Mar 03: The election preparedness in Arunachal Pradesh was reviewed in a high-level meeting attended by all the DC/DEOs, SPs and nodal officers at Nirvachan  Bhawan here today.

Addressing the meeting, chief secretary Ramesh Negi exhorted all the DCs and SPs to take all measures to ensure free and fair election in the state. He advised them to engage all the stakeholders including political parties in impartial implementation of Model Code of Conduct after the announcement of election by the Commission. He also stressed upon them that whatever assistance required from the state government side, all will be provided to them.

While reviewing the pre-poll, poll day and post poll arrangements for smooth conduct of the elections Chief Electoral Officer C B Kumar informed that sufficient CRPF personnel will be deployed for smooth conduct of elections.

He also informed that all the polling stations will be video graphed during the day of poll. He directed the DC/DEOs to prepare District Plan without any deviation from ECI guidelines. Whatever logistical support required from the CEO, will be provided to them. He also stressed upon that the provision of Model Code of Conduct and Dos and Don’ts should be strictly implemented. Stressing that the DEOs and SPs must control any kind of inducement promptly, he said all polling staff must be provided adequate welfare needs.

Ethical voting being the theme of this election, the CEO asked that each elector starting with government employees be asked to take pledge for not accepting money/gift/liquor for voting.

Ashish Srivastava, Director General, Election Commission of India also addressed the officers through video conferencing and reviewed the election preparedness.

 

 

State cabinet nod for establishment of university at Itanagar and Aalo

ITANAGAR, Mar 03: The State Cabinet that met under Chief Minister Nabam Tuki on Saturday last took several important decisions, which in the long run will prove extensively beneficial for the people. Two of the most significant decisions were in the education sector that would boost the higher education scenario of the state in coming years. The Cabinet approved the proposals for establishment of Arunoday University at Itanagar under Softkey Education Society, Mumbai and another private university in the name of North East Frontier Technical University at Aalo in West Siang district, informed Government Spokesperson Nabam Rebia in a press statement.

The proposal to amend sub-section (2) of section 3A of the Societies Registration (Extension to Arunachal Pradesh) Act, 1978 providing for extension of from 1 year to 3 years has also been approved by the Cabinet. Further, it was decided to bring in the Unlawful Activities (Prevention) Bill, 2004, he added.

 

 

DPGC Kamki celebrates IXth Pre-Mopin at College campus

 

ITANAGAR, Mar 03: Donyi Polo Government College Kamki celebrated IXth Pre-Mopin at its college campus today.

Addressing the festival Arunachal Pradesh Building and Other Construction Workers Welfare Board, Chairman Nyamar Karbak extended his Mopin greeting to the people on the occasion.

While taking the privilege of huge gatherings, Chairman APB&OCWWB highlights the various initiatives of state government like 10 % Job Reservation for meritorious sports person in various department. He also informed that more than 7000 Arunachalee are now undergoing vocational training through Job Mela outside the state which is the living evidence of development under Nabum Tuki led government.

Chairman also informed that state government has sanctioned Rs three lakhs for purchasing of plastic chairs for college, sanctioning of fund for construction of girls common room which was demanded to MP Takam Sanjoy during his last visit at College by the students union DPGC.

The Chairman urged the students & faculties to maintain the college by creating conducive atmosphere for studies for better future of the upcoming generations.

He also exhorted on the need for preserving of tradition & culture of every communities within the college to strengthen the sense of oneness & brotherhood irrespective of caste & communities through college function and festivals.

The Chairman urged the students to dedicate on their studies and also urged the students for positive use of IT products like Mobile Phones etc within the college campus & appealed the students to be discipline and respect the teaching faculties.

He also suggested them to plant trees within the campus to keep the campus green & clean and also exhorted the students to refrain themselves from politics and keep themselves aside from misuse by the others for their pity gains. He urged the students to maintain the footsteps of seniors to uphold the dignity of DPGC Kamki and also advocated for creating awareness on drug addict, HIV within the campus to provide first hand information to the fellows students.

While responding to a memorandum submitted by DPGCSU  General Secretary Jomgum Ete, the chairman assured to take up the matter with competent authorities for providing of funds for classrooms extension, Construction of toilet (s) at Rostrum, construction of staff quarter & service regularisation of group C & D contractual  staffs of the college.

Later, Karbak assured to donate Rs 50,000 for NAAC team visit to the college.

Gedo Kato ZPM Kamba cum DCC(I) President West Siang also urged the students to take up the measures for improvement of infrastructure development of the college rather than wasting the time on merry making and suggested for inviting of resource person from village to get more information on Mopin.

.Balar Bogo ASM, Jorik Bagra President All Galo Students’ Union, Keni Ete and Gumson Yomcha, State Secretary NSUI also attended the function.

Dr Rejir Karlo Principal of the College and Kirdak Kamki, Organizing Secretary Pre-Mopin celebration also spoke on the occasion.

The celebration was attended by students’ faculties  and general public of Kamba area, including PRIs, Gaon Buras and Officers.

 

 

Election related meeting held  at Yupia and Aalo

ITANAGAR, Mar 3: The DEO cum Deputy Commissioner Papum Pare district Tai Kaye hold a review meeting of election in his Chamber at Yupia today.

The meeting was attended by the administrative officers designated as ERO, AEROs and staffs of election department to review and discuss the preparedness of forthcoming Lok Sabha election 2014. Briefing the importance of Govt functionaries during the election process he called upon them to be confident and to perform their duties with sincerity and dedication.

While briefing the officers about the need for urgency about the preparation of election, he said as per the direction of the CEO, we to gear up the preparation for ensuing election with full swing so that election can be conducted smoothly and successfully. He also reviewed the detail check list of election related matters pertaining to manpower management, mobility and accessibility of various polling stations located in sensitive, availability of electioneering equipments like EVMs.

Aalo: As a part of its preparedness to the ensuing Parliamentary election, an elaborate training to administrative and all election related officers was held under the chairmanship of Aalo ADC Moki Loyi here on  February 28 last.

Chairing the meet, Loyi said that Parliamentary Election is a massive exercise and all election related officers are directly under the requisition of Election Commission to discharge all assigned duties and responsibilities to ensure conduct of a free and fair election. He exhorted all officers to handle sensitive duties as per the guidelines set by the Election Commission.

In the power point presentation Moki Loyi dwelt elaborately Postal Ballot Management, EDC, SVEEP, Role of BLOs and Nodal Officers in the conduct of poll. Dege  Ete stressed on dispatch, retrievement of polling parties, movement plan, model code of conduct, paid news election expenditure monitoring and communication plan. Murnya Kakki gave a detail briefing on EVM & VVPAT hands on, poll day arrangement & matters related polling personnel and  Henrik Basar spoke on the role of sector officers, zonal magistrate and role of micro observer, the detail of voting procedure, duties and responsibilities of polling team, mock poll and video showing. Vocational training on intermediary service providers concludes

ITANAGAR, Mar 03: Developing service providers among the farmers has been the need of the hour, especially in the remote countryside where field extension functionaries cannot reach to serve the needy farmers, said Papum Pare Krishi Vigyan Kendra Programme Coordinator Dr. T Heli. He was addressing the closing ceremony of the vocational training on intermediary service providers at Karsingsa on February 26 last organized by Papum Pare KVK in collaboration with Rural Self Employment Training Institute (RSETI), Doimukh under sponsorship of Agricultural Technology Management Agency (ATMA).

Dr. Teli informed that these trained service providers could serve as the community mobilizers in their respective villages thereby serving as the department’s agents for out reaching the appropriate technologies for augmenting crop productivity in farmers’ fields.

RSETI Director PB Chetry informed that these participants have been fine tuned towards entrepreneurship development so that they could earn their livelihood by serving the fellow farmers when they go back to their respective villages. He also informed that the service providers’ course will be included under the skill development programme under RSETI in the next action plan of his institute. He suggested the participants to avail bank loans under agri business through Kisan Credit Cards (KCC).

The inquisitive participants Taba Path of Hunglo village under Toru circle expressed satisfaction with the courses offered during the training period.

Mudang Butang, Director (Agri. Marketing) called upon the participants to disseminate the knowledge gained during the programme and serve their fellow farmers by acting as a hinge between their farmers group and state department.

Dr. H Tabin, Director, Anima Husbandry and Veterinary, TD Neckom, DAO, Development, Dr. Minge Loyi, District AH& V Officer),  Dr. J Panor, manager, Pig Farm, Techi Taura, ADO (HQ) and subject matter specialists of the KVK among others attended the programme.

Earlier, Tilling Tabyo, Course coordinator highlighted the concepts of the service providers’ course and the approaches made by the Kendra to get the genuine participants of the said training programme to be selected by their own farmers’ groups.

The programme ended with the distribution of certificates to the participants.

All together 15 participants from different circles of the Papum Pare district attended the training.

 

 

Job Mela held at Khonsa and Changlang

ITANAGAR, March 03: The 2nd job mela for Tirap and Longding districts was held on March 1  at Nehru Stadium  at Khonsa in which altogether 408 job seekers enthusiastically participated.

Addressing the participants, Tirap Deputy Commissioner Kamlesh Kumar Joshi passionately appealed the job seekers to come out of their cocoon and look at the big world outside which is full of avenues, opportunities and possibilities. He told them to go outside the state and explore job opportunities as it was not possible to provide jobs to all by the state government. He asked the job providers to adhere to the norms and guidelines strictly as enshrined in the government notification to avoid future complicacies. Later P. Arangham, DDI handed over the already registered candidates to all the VTPs and also threw light on the scopes for the youths in the job mela.

The job providers and trainers included VLCC Healthcare Ltd, Gurgaon, Haryana, Amazing Networks Ltd, New Delhi, NIFA Infcomp. Service Private Ltd, New Delhi, HP Institute Guwahati and Shillong, 02-SPA Hyderabad, Serena Vocational Training Institute, Mangalore, Don Bosco Tech. Dimapur, Central Institute of plastic engineering and technology, Balasore, Odisha. The participants appreciated the organizers for the much-needed job mela which would benefit the unemployed youths immensely.

Changlang: The ambitious Chief Minister’s Job Mela-cum-interview rally under different trade organized by the District Industries Centre in collaboration with various eminent vocational training providers across the country was inaugurated here at Changlang DIET auditorium today.

Speaking on the occasion as Chief Guest, Additional Deputy Commissioner, Changlang Isha khosla urged upon all the aspiring candidates from the district to avail full advantage of the Mela. While dwelling on the importance of the training she stated that it will not only make them skilled but also give them a broader out look through good exposure. She lauded the Govt for the initiatives and hoped that this would help curving the rising unemployment problem in the district. She further asked the candidates present to be very cautious while the opting the trade of their choice and called upon all to complete the training with utmost sincerity.  

Earlier, DDI Changlang deliberated on the conditions of the job Mela amongst the candidates.

In total, 510 aspiring candidates from the district took part in the rally cum interview enthusiastically which was facilitated by 11 numbers of Vocational Training providers companies from various parts of the country.  DIPRO

 

 

State level training for extension functionaries concludes

ITANAGAR, Mar 03: The five days training on organic farming and soil health management for sustainable agriculture in the state for the extension functionaries of line departments and KVKs concluded at College of Horticulture and Forestry, Pasighat on February 28.

The training organized by Department of Natural resource Management, College of Horticulture and Forestry and funded by CAU, Imphal was conducted in two sessions-- theory and practical.

Attending the function as chief guest, Dr BN Hazarika, Dean (i/c) gave away certificates to all the participants and interacted with them. Dr. Hazarika appreciated the effort made by the department of Natural Resource Management.

Earlier, course director Dr. P Debnath highlighted course contents.

Dana Moyong of GTC and SM Hussain of KVK East Siang, Pasighat stressed the need of conducting such skill oriented awareness programme on regular basis.

Faculty members and other officials of the college attended the valedictory programme.

The limitless sky is our play ground. The trees, the canopy, the forest are our home and our feeding grounds. This beautiful world belongs to us as much as it belongs to you. The benevolent Creator created all the wonderful things for all. We sing for you. We add colour and music to your lives. We make your jungles lively and beautiful. Please spare us. Do not destroy us. We too hold our lives dear as you do. We too have feelings. We too have family bonds. Why do you hate us? What harm have we done to you? We only eat wild fruits and suck nectar. We do not destroy your crops. We are scared of you.  If some of us eat your crops by mistake, please pardon us. We are harmlessly ignorant. We do not know your society’s norms. We help you by eating the insects, worms and pests that destroy your precious crops. We can’t come near you. You are always ready to shoot us down. We love you all. We harbour no hatred or enmity against. Teach your children to love us and allow us to live with dignity. The world without us will be prosaic and not worth-living for you. We enliven your day with our soothing cries. We make your dawn pleasant with our musical calls. Why are you so cruel man? Why are you always ready to kill us? You destroy our innocent nestlings. What harm do these hapless creatures do to you? On many occasions one of the partners is killed while searching for food for the family. Sometimes the nestlings starve to death when their loving parents are killed while looking for food for their little children. Many times, one of us is killed while chatting and discussing about life on the tree top. Imagine the pains and the angst the surviving partner goes through.  We too have emotions. We cry. We rejoice. We mourn. Man, please spare us. We are weak. We are defenseless. We are helpless. But we love you. We want to share this beautiful world with you. Please spare us and let us live in peace.

 I can vouch that no amount of wild animals’ meat can compensate the joy, the thrill, the happiness I derive from watching the magnificent wild creatures roaming freely in our jungles. Some one has rightly said that if our people like to savour meat why don’t they take beef, mutton, chicken and pork which are so readily available in the market? They are reared for this purpose. Why destroy the beautiful wildlife? Please remember that the wild animals’ meat doesn’t have any special food value or curative effect. The lovely wild creatures were not created by us. So, we have no right to annihilate them. Why are we vigorously pursuing the few wild animals left in our jungles and shoot them down? Many exotic wild animals have indeed become things of the past as they are not seen any more. It’s indeed sad to observe that the new generation may not have inherited the skills of folk singing, folkdances etc but it has successfully inherited the deadly art of hunting from their forefathers. Today, hunting is a great passion amongst even the educated Arunachalees. Imagine this beautiful world without the presence of these lovely birds and animals. Life would be indeed prosaic and not worth-living. The soothing cries of the wild creatures add colour and music to our lives. They wake us with their sweet morning calls which announce that this world belongs to all the creatures and not only to the human beings. In the not too distant past when I used to accompany my mother to the jhum field, scores of wild fowls used to roam around freely in the field. The magnificent hullock gibbons would appear from the nearby jungles to entertain my mother and me with their playful antics without interfering in our work at all. When they had enough, they would quietly retire to the jungles. The beautiful birds of all hues, shapes and sizes would sing for us the whole day making our day in the field memorable. Indeed, I grew up amidst opulent Nature and the sweet cries of wild creatures were a part of my growing up. Sadly, my children and their children will miss them thanks to our destructive and callous attitude. I will have to live with this guilt of not being able to save the lovely creatures. Arunachalees are indeed unique for reasons more than one. When some one asks another Arunachalee about a bird or an animal in the wild, his first reaction is always, ‘very tasty’ and also describes a hundred ways of preparing the meat. He never describes about the beauty and aesthetics the bird or the animal possesses. But seriously, the time has come for all of us to start loving the magnificent wild creatures and contribute our mite towards their conservation and protection for the posterity. If we can’t do that then history will not forgive us. We must not glorify the ancient skill of killing the wild creatures with great pride. This will not stand us in good stead. Let's talk about the ways of saving the precious wild animals and birds. Let’s not be dependent on government alone. The onerous onus is on all of us. Let’s once again make Arunachal the paradise of the wild creatures. It’s too painful to lose them. Let’s spread awareness on the dangerous impact of hunting. When other states and counties can do, we too can do. We only need the will to do. The government must contemplate on banning hunting before it’s too late. Today, it’s the youths and not the older people who are more interested in hunting. In many places of Arunachal Pradesh Nature is as good as death. Let us learn to love the wild creatures. Believers pray for amicable solution to boundary dispute

ITANAGAR, Mar 03: The Christian brethren of Assam and Arunachal Pradesh organized a mass prayer for an amicable solution to the boundary disputes between Assam and Arunachal Pradesh during the first ever Inter Denomination Prayer Festival cum Healing Crusade held at Boroi Tea Estate general Ground Sonitpur district Assam from February 28 to March 2.

The Prayer Festival with the theme “Those who are lead by the spirit of God are the children of God” (Romans,8:14) was held at was attended by renowned international Gospel Preacher Evan Dr. Joram Dol from Arunachal Pradesh and Rev. Jeremiah Basu Motary from Guwahati, Assam.

In his speech, Dr. Joram encouraged the gathering to be the ambassadors of Jesus Christ and be the peacemakers of the society while calling upon the people of border area for peaceful co-existence.

Rev. Jeremiah dealt on the history of Christianity in Assam and called upon the believers to follow the footsteps of Jesus Christ.

Rev. Zechariah Sompramary and Pastor R. Horo were the service leaders.

The praise and worship Team comprised of youths from Assam and Arunachal which was led by Domar Bomjen, President, Arunachal Christian Revival Youth Association (ACRYA) and Arun Kumar Rai.

Christian folk dance and Gospel songs were presented by Adivasi, Bodo, Gorkha and Assamese youths.

The programme was attended by around 1500 delegates.

Arunachal Film Festival is here to stay

The second edition of Arunachal Film Festival (AFF) ended yesterday. The three days festival concluded with screening of the film ‘Crossing the Bridges’ by Sange Dorjee at Sidhartha Hall. The festival featured still photography, short films, documentaries and feature films of different genres.  Though festival had its own shortcoming, but, there is no doubt that with each passing year it is becoming popular among ardent moviegoers.  

 Festival also offers platform to the young filmmaker to showcase their talent. As part of the festival, work-shop on film making was organized with resource person from FTI Mumbai sharing their experience. However, the festival failed to draw large crowd. The IPR department, which is the organizer of festival, did not carry out proper publicity exercise prior to the festival. Due to thin crowd presence, some of the budding film makers were left disappointed. Besides better publicity, in the next edition of festival, the organizer should invite popular film personality who can inspire young generation of Arunachalee film makers.

Assam- Arunachal boundary row

Dear Editor,

The news item published on 1st March in your paper with the headline “Assam students seek amicable solution to boundary row” was quite attractive till the second paragraph. But right after the second paragraph there is lot of blunder and misguiding statements from the AASU. I believe that AASU is one of the most matured student organizations not only in Assam but in the entire north-eastern states. The AASU could have played more vital role for amicable solution to the vexed boundary problem. They could have really gone through the ground facts of the boundary issues. If they had gone through the ground realities at the Assam-Arunachal boundaries then they could have never alleged that Arunachalee people of occupying large portion of Assam’s land in the northern Dhemaji district. It is not the Arunachalee people who are occupying the Assam land rather it is the Assam people backed by their administration, police and various organizations who are intruding deep into the Arunachal boundaries and occupying our land at places like Durpai, Uli, Kamcham, Kangku,Migmang, Hime, Rate, Torajan and Likabali The Assam people are acting as if we the hill people have no right to live in plains at the foothills. The history tells that the plains of the foothills were never occupied by the Assam people or anyone else till our Arunachal tribes migrated from the hills and started to live in plains of the Himalayan foothills. The migration has been a natural phenomenon all over the world in human races from the time immemorial. The one who started to occupy and settle first at any region in any part of the world became the owner of that particular area. So was the case of hill tribes of Arunachal who migrated from the hills and occupied large areas of Himalayan plains at the foothills when no plain people migrated to that virgin land. The Mishings of Assam were our brothers who migrated along with us from the hills and scattered in many areas of Himalayan plains near the foothills. They occupied large portions of plains which now fall under the Dhemaji district of Assam. There is still a PEGU PUKURI (POND) in Jengging under Yingkong district of A.P. The plain people started to migrate towards the foothill plains only after the 1960’s. The history itself is a proof of our authority over the land, most portions of which are now forcibly occupied by the Assam. The Arunachal tribes living in the foothills were paid taxes by Ahom kingdom till the end of their rule in 1824 for appeasing them in the boundaries which was continued by the Britishers as Posa system till 1945. The main turning point of disputes in the boundary history was the Bordolio Commission of 1951 which transferred large areas of our land into the Assam territory without any knowledge and consent of the owners. Before this commission we enjoyed the land rights and most portion of the land which is under the Assam now were recognized as our tribal land. Today the Assam Govt. is even encouraging the refugees like Bangladeshis and all to settle in the encroached portion of our land.

The Govt. of India Act 1914 recognized the boundary of then Frontier tract from Akajan which is 12 km away from the Likabali town. There was a NEFA gate at Akajan which is now totally under the control of Dhemaji district in Assam. In the gate it was written “NEFA begins from here” which was destroyed in 2011 and a dedication to the BRO staff has been erected thereafter. The first time national flag hoisting in Arunachal Pradesh(the then Frontier Tract) was hoisted by Lt.Moji Riba and Lt. Mojii Riba at Dipa Lire in 1947 which is now occupied by the Assam and renamed as Somkong village under Jonai Sub-Division,Dhemaji Dist.,Assam. There are many Arunachali tribes with surname Riba, Basar etc who are now living along with the Mishing community in that area. The Pale-Leku village under Sisiborgaon sub-division is another example of Assam forcible occupation of Arunachal land where still the Arunachali tribes resides. The Hilika village now under Dhemaji district was also once a portion of the then Frontier Tract which still comprises of many Arunachali families. The illegal and forcible occupation of the Mopin ground of Likabali Township by the Assam police since the last celebration of Mopin in 1995 is a great shame for us. Now the Likabali Mopin ground is filled with arms and ammunitions of the 22nd Assam Police IRBN HQ established just few years back. An irony or an interesting fact about the address location of police headquarter is that it is written as HQ of 22nd Assam Police IRBN, Likabali, Dhemaji district, Assam. I fail to understand how there can be two forms of Likabali whereas Likabali name itself signifies the originality of the tribal land. Likabali name has been historically derived from the local Arunachalee names of two streams Lika and Bali which both are located in present Lika village and Bali village of Likabali under West Siang district. So, the question of Assam Likabali is illogical and unjustified as the name itself is an Arunachalee local name. Likewise, the question of another Assam Pale, Hime, Torajan, Mingmang,  Durpai etc never arises as the village names itself are historical and local from the time immemorial of Arunachal Pradesh.

It is a great matter of thought and shame for we the Arunachalee people that why are we always ready to suffer under the dominance of Assam in fear of Road blockade or Economic blockade? Are there no any other solutions other than fearing for National Highway Blockade by our counterpart? Is the Arunachal Govt. being a part and parcel of India not ready to take up the issue and fight in the centre? Is the Govt. of Arunachal not willing to bring a permanent solution to the problem being faced by the entire state due to boundary issues? The Govt. of Arunachal should take serious steps like construction of Highways directly connecting all the districts of Arunachal with the capital complex without touching even an inch of Assam land. The state should pressure the centre to open international cross border trades with Bhutan, Myanmar and if necessary even with China also. The state should create small airports directly connecting Delhi which should provide minimal fare travel to Arunachalees. If these three steps are taken up in future then its sure that not a single inch of Arunachal Land will be occupied by the Assam as there would be no guts pushing them ahead.

Arunachal Times being a popular newspaper of our state should be more informed. While posting editorial which is the voice of the paper it need to track national news. It is so unprofessional to publish such faulty/biased column. Correct your editorial post and in future please don't repeat such blunder or else popularity of your esteemed paper will diminish.

Stop this wrong practice

Dear Editor,

Through your esteemed daily, I as a concern citizen and consumer would like to raise my voice against the ongoing trend of exploiting customers by the trading community. A Classic example is that shopkeepers sell BSNL top up at higher rate than printed MRP, like Rs 55 card is sold at Rs 60, Rs 110 card at Rs 120. When enquired about such malpractices almost all the shopkeeper in capital complex replied “yaha toh sab aisa hi leta hai”. Whereas in towns like Aalo and Ziro traders charge not a penny more than the MRP. When towns which are situated far away from capital and main stream can charge what is right then what’s WRONG with the capital traders? Where is the moral of this trading community?

What is the concern authority like BSNL, Legal meteorology, Consumer affairs, DC of capital complex, Bazar Welfare etc doing?  It seems from general public point of view that authorities have turned their eyes & ear off!! It is a sincere appeal of the general public to all the traders “charge what is Right and NOT what you want and others do”, & to the concern authorities “ Do what is Right & Just & NOT what you or others think”, & to the general public “ pay NO penny extra of your hard earned money”. BSNL recharge card is just one of those many which are hurting general public on daily basis. We are a welfare state and we must work for the welfare of the society. Authorities, NGOs, leaders take it as a challenge to curb the khusi-khusi trend, the general public is counting on you.
